This is an excerpt from a series of interviews with Ian Musa, a contractor-executive who has had many recent and current jobs and/or contracts to administer the redevelopment of Soldiers’ Home for Homeless Veterans (Concourse Federal Group, Village For Vets, Inner City Law Center, Awen Solutions) which put’s him in a position to speak credibly to what’s happening at the West LA VA, Soldiers’ Home.

This article draws from interviews with Ian Musa, a contractor-executive involved with key organizations in the redevelopment of the Soldiers’ Home at the West LA VA, including Concourse Federal Group, Village for Vets, Inner City Law Center, and Awen Solutions. Musa’s direct involvement provides a unique perspective on the project’s inner workings.

Concourse Federal Group plays a central role in the administration and oversight of the redevelopment project. The company’s leadership team includes (according to their website as of March 2025):

• Geoff Perkins, Esq, President and Co-Founder

• Tom Shea, Principal and Co-Founder

• Mac McKenrick, Chief Operating Officer

• Stephanie Sompotan, Vice President, Initial Outfitting Transition & Activations (IOT&A)

• Miles Harrison, Director, IOT&A

• Fariha Qureshi, Human Resources Manager

According to Musa, executives at Concourse Federal have been instrumental in shaping decisions that affect veteran housing, or lack there of. Documents provided during our interviews—including subleases, proformas, and agreements involving the principal developer, Veterans Collective—raise questions about whether the land is being used in the best interest of homeless veterans.

Los Angeles is the nation’s capital of veteran homelessness, and the West LA VA Soldiers’ Home was originally dedicated to serving those who served with a permanent Home. However, Musa’s testimony and the supporting documentation suggest a troubling gap between the federal deed restricted congressionally charted promise and practice.

By bringing attention to Concourse Federal and its leadership, this article aims to promote transparency and stop any misconduct that may be worsening the veteran homelessness crisis in our nations capital of Veteran homelessness and suicide.
